The City of Knoxville and Knox County, TN contracted with Farmer | Morgan to complete the City and County’s HUD Analysis of Impediments to Fair Housing Choice (AI). AI is a requirement of the U.S. Department of Housing and Urban Development for jurisdictions that receive Community Development Block Grant (CDBG) Entitlement funds. After establishing the CDBG Target Area, the Farmer | Morgan team undertook a comprehensive analysis of affordable housing, homelessness, special needs populations, and community development needs of the city that involved heavy community engagement and extensive data analysis. The AI is a requirement by HUD to ensure that its entitlement jurisdictions are “affirmatively furthering fair housing choice through its federally funded programs and projects.”
